Rep. Andy Harris was born in Brooklyn, New York in 1957, and received his B.S. and M.D. degrees from Johns Hopkins University. He was Chief of Obstetric Anesthesiology at Johns Hopkins Hospital. Dr. Harris was first elected to the Maryland State Senate in 1998 and was re-elected in 2002 and 2006. In 2008, he ran for Congress and defeated incumbent Representative Wayne Gilchrest in the Primary Election, but was defeated in the General by Frank Kratovil, Jr. He won his Congressional seat in 2010. Andy Harris and his wife, Sylvia, have five children and reside in Cockeysville, MD.
