Cynthia Lummis was born on September 10, 1954 in Cheyenne, Wyoming. In 1976, Lummis received her Bachelor's Degree in Animal Science from the University of Wyoming. In 1978, she earned her Bachelor's Degree in Biology from the University of Wyoming. Lummis returned to the University of Wyoming to earn her law degree in 1985. She worked in the Wyoming House of Representatives from 1979-1983 and 1985-1993. Lummis was a member of the Wyoming Senate from 1993-1995. She was the Wyoming State Lands and Investment Acting Director from 1997-1998. Lummis was the Wyoming Treasurer from 1999-2007. Cynthia Lummis was first elected to the United States House of Representatives in 2008.
