Virginia Foxx was born June 29, 1943 in New York City. She graduated from the University of North Carolina at Chapel Hill, earning a Bachelor's Degree. She later earned a Master's and Doctoral degree in Education from the University of North Carolina at Greensboro. Foxx worked as a research assistant at UNC and later became a professor at Appalachian State University. She served in the North Carolina State senate from 1994-2004.

Virginia Foxx was first elected to Congress in 2004.
